The California Public Records Act (PRA), Government Code Sections 6250 to 6270, requires that most state and local agencies make public records available for inspection by the public and provide copies upon request. MTS has established the following guidelines to ensure that all persons understand and are afforded the opportunity to use their right to access public records.
PRA RECORDS
Public records include all communications related to public business "regardless of physical form or characteristics, including any writing, picture, sound, or symbol, whether paper … magnetic or other media." (§ 6252(e)) Electronic records are included, but software may be exempt. (§§ 6253.9(a), (g), 6254.9 (a), (d)).
ACCESS TO PRA RECORDS
MTS prefers that all PRA requests for records be in writing so that it can more accurately identify the records sought and process the request more efficiently. Requests should be directed to the Office of General Counsel by one of the following:

Please describe the record(s) as precisely as possible, including the designation of any forms or reports with titles, the date or dates if relevant, the author, and addressee if the item is a letter or memo, etc. If the record is referred to in another document or published report, it will help to attach a copy of that reference.
Hours for inspections of records are Monday through Friday from 8:00 a.m. to 4:30 p.m. excluding holidays. Appointments are required. Please contact the Office of General Counsel at any of the addresses above to set up an appointment.
COSTS FOR DUPLICATIONS OF PRA RECORDS
MTS charges a $.05 per-page fee for the production of 8½ x 11 copies and $5.00 for a CD pursuant to Government Code section 6253. There is no charge when records are produced and sent via e-mail.
