FTA Triennial Review of MTS Finds No Deficiencies

Federal Transit Administration evaluated performance of MTS in 23 categories

SAN DIEGO – The Federal Transit Administration, Region 9, today issued its draft FY 2009 Triennial Review of the San Diego Metropolitan System (MTS) that found no deficiencies in any one of the 23 categories it reviewed.

“This is the result of an extraordinary effort on the part of MTS employees to comply with all regulations and to operate the best-possible transit system for the people of the San Diego region,” said Paul Jablonski, chief executive officer of MTS. “It is results like these that help ensure that Federal grant dollars and other capital investments will continue to come to San Diego, allowing us to expand our system and provide a great transit experience for our riders.”

The Triennial Review evaluated the performance of MTS in carrying out its program, specifically referring to compliance with statutory and administrative requirements. It reviewed the following areas: Legal, Financial, Technical, Satisfactory Continuing Control, Maintenance, Procurement, Disadvantaged Business Enterprise, Buy America, Suspension/Debarment, Lobbying, Planning/Program of Projects, Title VI, Public Comment Process for Fare Increases and Service Reductions, Half Fare, Americans with Disabilities Act, Charter Bus, School Bus, National Transit Database, Safety and Security, Drug-Free Workplace, Drug and Alcohol Program, Equal Employment Opportunity and ITS Architecture.

The review cited as noteworthy projects the effort to convert its bus fleet to alternative fuels and the preparation to rehabilitate the San Diego Trolley Blue Line, which was built in 1980 and led the renaissance of light rail in the United States.

MTS operates a 54.3-mile light rail transit network, 89 fixed bus routes, and ADA Complementary Public Paratransit Service in the San Diego region.
