Taxi Administration

The Metropolitan Transit System (MTS) Taxicab Administration has contractual agreements with the cities of El Cajon, Imperial Beach, La Mesa, Lemon Grove, Poway, San Diego and Santee through June 30, 2019, to license and regulate the following for-hire vehicles:

  • Taxicab
  • Nonemergency Medical
  • Jitney
  • Charter
  • Low Speed Vehicle (LSV)
  • Sightseeing


The Taxicab Administration staff includes one Manager, three Regulatory Analysts and six Regulatory Inspectors.

Taxicab Administration personnel determine owner eligibility; inspect vehicles; issue permits; monitor compliance with administrative and operational regulations; and investigate passenger complaints and compliments.

City of San Diego Taxicab Permits

On November 10, 2014, the San Diego City Council amended Council Policy 500-02 to allow additional San Diego taxicab permits to be issued. The MTS Board of Directors applied the policy changes on February 12, 2015. The changes became effective in MTS Ordinance 11 on April 1, 2015. MTS Taxicab Administration accepted Applicant Interest Forms through March 31, 2015. All forms postmarked by March 31, 2015 will be processed and individuals will be contacted sometime in the near future to schedule appointments with Taxicab Administration staff for application meetings.

As of April 1, MTS is no longer accepting Applicant Interest Forms. Due to the high volume of Applicant Interest Forms received, it may take some time for staff to call prospective applicants. We appreciate your patience as staff work through the list to schedule appointments; please do not contact taxicab staff to inquire about the status of your interest form.

If you did not submit an Applicant Interest form by the March 31 deadline and you are still interested in applying for a City of San Diego taxicab permit, you will have an opportunity to apply after the current list of individuals with interest forms on file have been processed. An update will be posted on this webpage when MTS has processed pending applications and is ready to accept new applications.
