Thank you for your interest in doing business with MTS as a vendor, contractor, sub-contractor or supplier. The Procurement Department solicits on behalf of MTS and its subsidiaries: San Diego Trolley Incorporated (SDTI) and San Diego Transit Corporation (SDTC) for goods, inventory items, consulting & professional services, maintenance and construction projects.

How to Bid

Register your company in our vendor database using our self-registration process and review open bids. There is no cost to register or submit bids for any open procurements.  Once you are registered you will be automatically included in our vendor database.

Below is a list of upcoming MTS projects and the anticipated issue date of the solicitation shown under the “Revised Date” column. This column reflects the estimated date on which the solicitation will be posted on PlanetBids. Please know that the date and “Procurement Type” are subject to change by MTS.

For Architectural and Engineering (AE) and Construction Management (CM) Work Order Agreement (WOA) solicitations, participation is limited to contracted consulting firms on MTS’ current bench. These solicitations will only be sent to those prequalified firms.

DBE and Small Business Program

We are committed to ensuring equal opportunity for all vendors interested in our projects. We strongly encourage contractors, subcontractors, joint ventures and Disadvantaged Business Enterprises (DBEs) to bid on relevant projects and contracts. 

Methods of Procurement

Informal Solicitations

We occasionally solicit contracts that do not require a formal solicitation process. Our policy is to obtain a minimum of one quote for each "micro purchase" that is $5,000 or less, and a minimum of three quotes for "small purchases" between $5,000 and $150,000. 

Formal Solicitations

Contracts for goods and services valued in excess of $150,000 are obtained through a formally advertised and competitive selection process. We issue Invitations for Bids (IFB), Requests for Proposals (RFP), and/or Requests for Qualifications (RFQ). Solicitations may be publicized in local newspapers or other print media of local and/or general circulation, as well as on our online bid system, PlanetBids.

Construction Projects

Contracts for construction (public works) in excess of $50,000 are solicited through a formal competitive bidding process. We will seek a minimum of three quotes if the expected construction contract is between $1,000 and $50,000. 

Consultant Form 700 Form Filing

Pursuant to state regulations enforced by the California Fair Political Practices Commission (FPPC), select consultant employees are required to file a disclosure of financial interests known as a Form 700 in accordance to MTS’s Conflict of Interest Code. Such official makes, participates in making, or uses their official position to influence a governmental decision.
